Users often need to create custom line items. 
Also: Admins should have the ability to prevent this, potentially only under certain circumstances.
Rules should be able to determine if a line item is a custom line item.

quote•hapily doesn't currently support creating Custom Line Items. However, if it did, it would also be helpful to be able to prevent users from creating them in certain situations.
